Technical policy

One of the main tasks of the RPM Group formation process is to develop mechanisms of establishment and implementation of a unified technical policy.

A unified technical policy is a system that establishes goals, objectives, basic principles and mechanisms of implementation of engineering and technical activities in the technical and technological development fields as well as ensuring the effectiveness of the unified technological process of producing Russian railway machines.

Technical policy of RPM Group is focused on the following issues:

  • provision of Russian Railways with modern, reliable and efficient railway equipment, and the provision of services in the repair and maintenance of tracks;
  • increasing the competitiveness of RPM Group to the level of technological leader in the industry
  • ensuring compliance with legal and regulatory framework of the Russian Federation in the field of technical regulation and engineering maintenance of industrial activity, the organization of the development of innovative solutions and improvement of technical means and technologies to provide technical and operational efficiency of RPM Group;
  • identification of common approaches to technical and technological equipment of the Group entities, aimed at advancing development of technical capacities for efficient and reliable satisfaction of needs of Russian Railways, as well as other national and international clients;

The approach to the development of technical policy of RPM Group is based on the Transport Strategy of the Russian Federation for the period up to 2030, the strategy of development of railway transport in the Russian Federation up to 2030, the strategic directions of scientific and technical development of Russian Railways OJSC for the period up to 2015 («White Book» of Russian Railways OJSC), the Energy strategy of Russian Railways OJSC for the period until 2010 and potential development up to 2030, the Environmental Strategy of Russian Railways OJSC for the period up to 2015 and potential development up to 2030 for the formation of the Russian railway transport system, global standards and best practices, scientific and industrial achievements.

A unified technical policy, along with economic, investment and personnel policy is a key element of the RPM Group’s management system.

A unified technical policy of RPM Group in the field of operational and technological activities includes:

  • organization of the development and maintenance of technical regulations and technological documents;
  • access of units involved in the formation of technical policy to process control;
  • certification and licensing;
  • participation in mandatory and voluntary certification of products used
  • control of operational activities, process discipline (technical and process control), industrial safety, occupational health, environmental safety and prevention of non-industrial injuries;
  • application and organization of internal and remote systems of non-destructive testing and monitoring of technical condition; residual life assessment of technical systems of track machines for the prediction and prevention of accidents and precedents on the railway;
  • the development of standards of consumption of material, including fuel and energy, resources and the use of labor resources in the operation, maintenance and repair of track machines;
  • training, professional development and technical training of personnel;
  • technical audit of production processes of manufacturers and suppliers participating in conjunction with RPM Group in production and maintenance of track machines; technical audit of the production of RPM Group;
  • interaction with the owners of the rolling stock

A unified technical policy of RPM Group in the field of innovation activities includes:

  • setting priorities and key technical and technological solutions and innovations in the implementation of unified technological process of track machines production based on the results of science and technology development;
  • elimination of technical and technological development gap, and access to leading positions in the world transport machine building;
  • increasing the role of scientific assessments on important technical and management solutions;
  • providing strategic orientation in the development of new types of track machines;
  • development and implementation of a unified plans of scientific and technological development, integrated projects and target programs of technical and technological development;
  • interaction with federal executive authorities in the field of technical regulation;
  • regulatory framework formation (development of regulations, standards and rules);
  • improving the system and process of operation, maintenance and repair of technical equipment;
  • development and implementation of programs to improve all types of resources efficiency;
  • evaluation of the effectiveness of the implementation of scientific and technological activity results;
  • establishing quality management systems; organization of labour-saving and inventive activities;
  • intellectual property management;
  • management of the development and implementation of new techniques and technologies, including the involvement of third-party funding sources;
  • reengineering management of technological processes;
  • transition to system management of occupational safety, industrial, environmental and fire safety based on risk management;
  • organization of international scientific and technical cooperation.

A unified technical policy of Russian Railways OJSC in the field of investment management includes:

  • organization of development and updating of regulatory documents for the implementation of research and development and design works (preparation of technical specifications, justification of investments, technical feasibility studies, business plans for investment projects, etc.);
  • examination of investment projects for compliance with technical policies, perspectives, innovation and efficiency of the proposed technological solutions, including an analysis of alternative solutions and the feasibility of achieving the stated results of capital investments;
  • coordination, control and monitoring of the progress of investment plans implementation and evaluation of progress;
  • analysis of the results, experiences and lessons of investment projects implementation in order to improve the management of innovation projects
